The article deals with the theoretical basis of the Commissioner for Human Rights, analyzes the system ombudsmen at the federal level and in the regions of the Russian Federation. This work is devoted to the problems of the relation of religious norms and legal regulations, to their unity and syncretism to be exact, which represents an unseperable sign characterizing the system of muslim law as a whole.
